The procedure concerns the issuance of a licence for the establishment and operation of Supported Living Homes for individuals, Businesses and Legal Entities, who meet the appropriate requirements.

General Specifications of SLH buildings, according to Article 13 of J.M.D. 12/GPoik.13107/283 The SLH should be located within the urban fabric, in areas of general or pure residence, close to social services. In areas where there is no local spatial plan, the SLH must be located within the city or settlement fabric.

The SLH must have been built on the basis of a building permit of the competent building department as "residences" or consist of legally existing or legalized buildings, in accordance with the provisions of Law 4495/2017 as amended and in force.

The SLH, based on their use, fall into the A use building class - Residences and all the provisions on fire protection of buildings used as "Residences" apply to them. In addition, for SLHs, the following are required: •• One (1) portable dry powder or water-based fire extinguisher, of an extinguishing capacity of at least 21A-113B-C, per 50 sq.m. of mixed surface. The fire extinguishers shall be placed in visible places, easily accessible to the staff of the SLH. Regardless of the above calculations, the minimum number of the above fire extinguishers will not be less than two (2). - Safety Light fixtures in each room, according to the standard ELOT EN 1838 - Automatic fire detection system covering all areas of the SLH, which meets the requirements of the standard ELOT EN 54 and ac-cording to the manufacturers specifications. - Visual alarm devices that cover all areas of the SLH, meeting the requirements of the ELOT EN 54-23 standard and according to the manufacturers specifications. - Possibility of automatic notification of the Fire Department and the coordinator and/ or caretaker of the SLH. - One (1) portable Class F fire extinguisher, in the kitchen area, of minimum extinguishing capacity 25F. - Gas leak detector (liquefied petroleum gas or natural gas accordingly), complying with relevant European or equivalent standards, in the case of gas-operated cooking appliances (liquefied petroleum gas or natural gas), which shall cut off the gas flow.

Notes
The Operating Regulation of the SLH includes the rules governing its operation, the cohabitation of its occupants, the duties, responsibili-ties and obligations of the Supporting Personnel, as well as the services provided. The Operating Regulation may be based on a relevant standard, if such is drafted by the competent Ministry of Labor and Social Affairs. The Operating Regulation of the SLH is drawn up, signed and approved by the Management of the Body and shall as a minimum contain provisions that define: a. The number of tenants who will live in the specific SLH b. The type of disability of the tenants who will live in the specific SLH c. The process of joining and leaving the tenants. d. The positions of the members of the Support Team, who are employed in the specific SLH, the nature and frequency of the Support Services provided, as well as the number of members of the Support Team of the SLH

Notes
The interested Body submits to the Directorate of Policies for People with Disabilities of the General Secretariat of Social Solidarity of the Ministry of Labor and Social Affairs, a Feasibility Study for the establishment of the SLH, which includes in particular the description of the intended number of tenants and the assessment of their functionality, the benefits and the possible difficulties regarding the operation of the SLH, as well as any other element deemed important by the Body. The study includes a sustainability report for the establishment of the SLH accompanied by a detailed assessment of its operating costs and the sources of their coverage.

Tacit approval

In case no response has been provided before the above deadline, it is considered that the application of the interested party has been implicitly accepted (tacit approval) and the licence has been issued, according to par. 4 of article 14 of Law 3844/2010 (GG 63/A/2010). The applicant, in the aforementioned case of tacit approval, may request a relevant certificate from the administrative authority responsible for issuing the act, in accordance with paragraph 4 of article 10 of 3230/2004 (Government Gazette 44/A/2004).
