Description

The procedure concerns the granting of a licence to establish a summer camp for children and is addressed to natural or legal persons or public agencies or bodies or organisations which fulfil the appropriate conditions.

Conditions

Existence of a space suitable for setting up a camp. A suitable space is one: a) located at least 1 000 metres from the boundary of an approved urban plan or an approved settlement. For settlements of less than 2 000 inhabitants, located at a minimum distance of 500 metres from the boundaries of the settlement, provided that the use of the camp is compatible with the spatial - urban planning of the area (Residential Control Zone (ZOE), Land Use Plan (GPS), Open City Spatial and Housing Organisation Plans (SHOOAP) etc.) or, in the absence thereof, with the general directions of spatial planning at prefecture or region level; b) having a surface area of at least ten (10) stremmata (1 hectare). The number of campers may not exceed fifteen (15) per stremma. The camps may accommodate campers beyond its capacity up to 20% of its capacity; c) suitable in terms of climatic conditions and physical features to accommodate people in the summer under healthy conditions for rest and recreation; d) located far from industrial zones and unhygienic permanent stabling enterprises (Tables 1 and 2 of Law 4056/2012) and free from noise and any other kind of disturbance; e) having dry and, if possible, porous soil to absorb rainwater and not located near streams or stagnant water; f) capable of providing healthy and sufficient water or having the possibility of connecting to a municipal or community water network or having an appropriately licensed and controlled drilling installation, electricity supply, telephone connection and sewage disposal system; g) appropriately authorised by all competent bodies, following the preparation of the required studies, in particular the preparation and approval of the Environmental Impact Study (EIS), as well as the preparation and approval of the studies for the safe living and accommodation of employees, campers and visitors in the camp areas. No unauthorised camping areas, structures and installations (e.g. lighting structures, electrical installations, etc.) may be licensed and operate if, prior to submitting their application, the interested parties have not regularised them in a final manner under their own responsibility and care, in accordance with the applicable provisions.

Existence of fire-fighting equipment and materials in accordance with the provisions of the Hellenic Fire Service.

Compliance with conditions relating to compulsory/optional installations, in accordance with point A. ‘Compulsory installations’ and point B. ‘Optional installations’ of Article 3(4) ‘Conditions for granting an establishment licence’ of JMD No D22/oik. 37641/1450 (Government Gazette, Series II, No 2712/2016).

The interested party should have no outstanding social security obligations.

The interested party should have no outstanding tax obligations.

No member of the management or the legal representative of the camp company must be irrevocably convicted of the following: a) offences provided for in Chapter 19 of the Special Part of the Criminal Code and offences relating to the family as referred to in Articles 360 and 360A of the Criminal Code (Law 4619/2019, Government Gazette, Series I, No 95); b) crimes under Law 3500/2006 (Government Gazette, Series I, No 232) on combatting domestic violence; c) trafficking in human beings pursuant to Article 323A of the Criminal Code and Law 4251/2014 (Government Gazette, Series I, No 80); d) drug trafficking, in accordance with Law 4139/2013 (Government Gazette, Series I, No 74); e) the offences referred to in Articles 187, 187A, 187B, 299, 306, 308 to 312 and 324 of the Criminal Code.

    The application - solemn declaration for the issuance of a licence to establish a summer camp for children will include the following information: a) the name or title of the camp and the details of the person requesting the licence; b) the exact location where the camp will be set up, the altitude, the surface area, the type of plantation (pine trees, trees, bushes, etc.) in the area and the percentage of the surface area covered thereby, the manner in which the site is supplied with water, the morphology of the surface of the area (terrain gradient, hills, etc.); c) the projected capacity in terms of persons who will be hosted per camping season and the categories of campers to be hosted.

In the event that the above deadline has expired, it shall be deemed that the application of the interested party has been tacitly approved and the licence has been issued, in accordance with Article 14(4) of Law 3844/2010 (Government Gazette, Series I, No 63). In the event of tacit approval as described above, the interested party may request the issuance of the relevant certificate from the Administrative Authority competent for issuing the deed, in accordance with Article 10(4) of Law 3230/2004 (Government Gazette, Series I, No 44).
