Description
The procedure concerns the granting of a licence for a professional street vendor. A professional street vendor is a natural person who engages in outdoor trade by offering for sale the items defined by decision of Article 66(2) of Law 4849/2021 (Government Gazette, Series I, No 207), which do not originate from own production, and to whom an operating licence has been granted by a competent authority. Street vending is the conduct of outdoor commercial activity by a seller who moves by any motorised, towed or other means of movement. The seller does not have a specific location in which to operate, but is constantly moving with the exception of the duration of the transaction. Vendors operate in municipal communities with a permanent population of up to five thousand (5 000) inhabitants, according to the latest published census of the Hellenic Statistical Authority (ELSTAT). By exception, licensed street vendors with food trucks or portable cooking installations can stay in one location, without the requirement of complying with the population restrictions and for a time determined by the country’s municipalities. Licences shall be granted following the issuing of a relevant announcement by the regions. They concern natural persons. Licensees shall be selected on the basis of the award criteria laid down in Article 16 of Law 4849/2021 (Government Gazette, Series I, No 207).

About
Anyone with a legitimate interest may lodge an objection to the results of the announcement with the competent authority within a deadline of fifteen (15) days from the date of the publication of the results. The decision of the competent authority on the objection shall be issued within ten (10) days of the lodging of the objection. An appeal may be lodged against the decision on the objection by anyone with a legitimate interest in accordance with Articles 63 to 70 of Law 2717/1999 (Government Gazette, Series I, No 97) on the Code of Administrative Procedure at the competent administrative court of first instance.
