If the application is submitted by a legal person, the latter shall have been legally composed and operating.
The applicant shall have a TAXISnet username and password.
Availability of a suitable area – ownership of concession of use for at least 10 years if the golf course is built either independently or as a part of a complex tourist accommodation. If the golf course is built in combination with a main hotel accommodation, the minimum duration of leasing or sub-leasing is defined in accordance with the provisions of MD 216/2015 (GG10/B).
Proof of compliance with the technical and functional specifications.
Meeting of the fire-safety requirements for the building installations.
The applicant shall not have been irrevocably convicted for a felony or any of the misdemeanours of theft, embezzlement, fraud, extortion, forgery, counterfeiting, grievous bodily harm, breach of drug provisions or provisions referring to the mores.
If the application is submitted by a legal person, the ESL is issued in the name of the Legal Person and the present prerequisite is fulfilled by a copy of the criminal record of the legal representative of the applicant.
Proper operation of the sewerage system.
Approval of the Environmental Conditions.
Operating Regulations.
Submission of the business price-list for validation.

If the country of origin or provenance does not provide for the issuance of an equivalent to the above document, this may be replaced by an affidavit or, in the case of Member States where this does not exist, a solemn declaration submitted by the person concerned before the competent court or administrative authority or, as the case may be, before a notary of the country of origin and provenance, who shall issue a certificate of performance of the affidavit or the solemn declaration. Documents issued in accordance with the above may not be submitted later than three months from the date of issue.

In case the above deadline (50 days) expires, it is assumed that the application has been approved and the licence has been issued (tacit approval) as provided in article 14 par.4 of Law 3844/2010 (GG 63/Α/3-5-2010).
