The application for the auction, along with the specific list (catalogue) of monuments, must be submitted to the competent service of the Ministry of Culture at least two (2) months before the auction, otherwise it is considered invalid and the transferred movable monuments are taken under the responsibility of the State.
The permit is issued for a specific list of monuments to be auctioned.
The permit is exclusive and personal for the applicant, as well as it cannot be transferred.
The venue of the auction, which shall comply with all the good conservation and security standards, shall be equipped with an alarm system and be sufficiently guarded - The prerequisite applies where the auction is held by merchants of ancient monuments outside their shop, as well as by other natural or legal persons.
The applicant has suitable shop and storage areas, in cities hosting Ministry of Culture services responsible for the protection of the movable monuments of cultural heritage to be auctioned- The prerequisite applies in cases of auctions from other natural or legal persons apart form merchants of ancient monuments that hold relevant licence.
For the movable monuments included in the auction list there must be no indications that they come from theft, illegal excavation or other illegal activity, such as money laundering, nor that they have been acquired or exported in violation of the legislation of the country of origin their.
The applicant has not been irrevocably convicted for a felony or violation of legislation on the protection of cultural heritage or for forgery, bribery, theft, embezzlement or acceptance of proceeds of crime - The prerequisite applies in cases of auctions from other natural or legal persons apart form merchants of ancient monuments that hold relevant licence.
The applicant has relevant professional experience, as evidenced in particular by their at least two years of involvement in the field of art auctions - The prerequisite applies in cases of auctions by other natural or legal persons
The applicant has experienced and specialised personnel - This prerequisite applies in cases of auctions by other natural or legal persons apart form merchants of ancient monuments that hold relevant licence.
If the auction is conducted by a legal person, a person responsible for conducting the auction is appointed, who is required to have the following formal and substantial qualifications: i) degree or diploma from a Department of any University level school in Greece or an equivalent school abroad, preferably from the Department of Archaeology or the Department of Communication, Media and Culture or ii) at least two years of employment in an enterprise organising auctions of cultural goods.
The applicant applies codes of ethics consistent with applicable law and international practices followed in conducting auctions of ancient and recent movable monuments - The prerequisite applies in cases of auctions from other natural or legal persons apart form merchants of ancient monuments that hold relevant licence.
The applicant is not an employee of the Ministry of Culture, or a member of recognised museums belonging to the State or to the wider public sector (has not the impediments of par.12 of article 32 of Law 3028/ 2002), has not been recognised as a monument collector and does not exercise a profession related or having been related to the protection of monuments - The prerequisite applies in cases of auctions from other natural or legal persons apart form merchants of ancient monuments that hold relevant licence.

The order contract includes a) Clause of application of Greek law, as well as specific reference to the provisions of par. 5 and 6 of article 28 of law 3028/ 2002 b) The complete details, of both the auctioneer and the principal – seller, as well as their addresses c) The items to be auctioned with an accurate description of each d) The sale price possibly set by the principal - seller e) The place and time of the auction f) The manner and time of the transportation of the movable monument to and from the auction site g) the method of payment after the award to the highest bidder.Official document
