Licence for the Establishment and Operation of Compressed Natural Gas (CNG) Distribution Stations

What you will need

1One (1) copy of a topographical plan of the site, signed by the competent engineer, at a scale of one to two hundred (1:200) or one to five hundred (1:500) and within a radius of fifty (50) metres from the boundaries of the land or plot of land of the pure or mixed CNG filling station being established, the coordinates of which shall be dependent on the State Network (EΓΣΑ87).Topographical drawing

The plan shall show the plot or land of the pure or mixed CNG service station to be established, the dimensions of its sides, its location with the widths of the streets, the locations of the building, tanks or cylinders and pumps and dispensers, the tank or cylinder filling point, and the types of adjacent buildings. In particular, the locations of the characteristics of the CNG filling station or mixed CNG service station to be established should be noted, as well as all the safety distances referred to in Article 5 of dec. No. oik. 93067/1083/17-12-2018 (Β΄ 5661). In case the pure or mixed service station is adjacent to areas governed by special protective provisions for the environment and the cultural and natural heritage (archaeological sites / monuments, Natura sites, etc.), the opinion of the competent body is required.

In particular: (a) In the case the applicant is a natural person, it shall be responsible: i) during the last eight years, no contract has been made for fuel fraud, no prior authorisation has been granted without prejudice to the provisions of Law 4177/2013 (A183). ii) has the legal right to use and exploit the land or land for the establishment of a pure or mixed plant CNG; (bb) If the applicant is a legal person, his legal representative shall declare that: i) during the last eight years, he has not been finalised and the legal person representing him or her has not been declared finally civilly liable for fuel fraud, he or she has not been initially convicted of the legal person representing him and the legal person representing him or she has not been declared a primary source of urban co-responsibility for the destruction of fuel, subject to the provisions of Law 4177/2013 (A183). ii) The legal entity has the legal right to use and exploit the plot or land for the establishment of a pure or mixed CNG station.

‘(i) The position in which the CNG is to be installed is situated in an area where this use is not prohibited by the relevant provisions for land use. (ii) The terms and conditions of the relevant Ministerial Decision in the case of a pure agency CNG and in the case of a mixed agency are fulfilled also the requirements and conditions of the relevant national and European standards and regulations shall be taken into account. (iii) The requirements of the relevant national and European standards and regulations were taken into account for the design of the facilities and the equipment installed in the CNG station to be established. (iv) An application numbered as number has been submitted to the competent authority for the maintenance and operation of the road or roads in front of the pure or mixed CNG station, which fulfils all the requirements for the granting of approval for the sectioning - lowering of the level of the pavement or the approval of the entrance - exit or the approval of the traffic connection, as applicable.

The following installations are depicted in the plan in a distinctive way, in order to establish their harmonious coexistence and their simultaneous good operation: Water supply, sewerage, compressed air, any liquid fuel piping (in the case of a mixed service station with liquid fuel facilities), LPG supply piping (in the case of a mixed service station with LPG facilities), CNG piping, storage media filling piping, liquid fuel, LPG and CNG tanks (in the case of a mixed service station), electrical installation networks of the service station (power, low voltage, lighting and earthing), and a plan for the distribution of the service stations anti-explosion zones.

The Solemn Declarations must include the following statements: (i) In the case of a pure agent CNG: all terms and conditions of establishment have been met, including all terms and conditions of the licence and all terms of the present service. In the case of a mixed agency CNG: all terms and conditions of this service have been complied with, and where appropriate a fuel category under P.D. 595/1984, as well as the technical elements and specifications of P.D. 1224/1981 or b.d. 465/1970, as applicable. (ii) All the certificates of conformity, attestations and other documents of the accredited body showing that the equipment and installations of the service station comply with the requirements of the the requirements of the relevant national and European regulations and standards, copies of which shall also be kept in the service stations file, a summary of which shall be submitted. (iii) The implementation of the construction works of the pure or mixed CNG station was carried out in accordance with the approved plans, the study on the distribution of explosion-proof zones, the technical reports and drawings of the foundation permit and the building permit, as well as the national and European Standards and Regulations. iv) All the craftsmen, foremen and assistants involved in the construction of the service station have, where required by the legislation in force or by the relevant national or European standards and regulations, the necessary licences or certificates of professional registration.
