You must not have been convicted of a felony or one of the misdemeanours of theft, embezzlement, fraud, extortion, forgery, counterfeiting, grievous bodily harm, drug offences or offences relating to public morals.
The person concerned (natural and legal person) must not have been declared bankrupt.
In case the total number of vehicles leased by the person concerned exceeds 10, he/she shall possess or hire an office facility and a parking space for at least 50% of the vehicles, and a minimum area of 6 sq.m. per leased vehicle shall be provided.
In case the total number of vehicles hired by the person concerned does not exceed 10, he/she shall own or hire an office establishment without being required to have a parking space.
Leased vehicles must have a maximum driving time of 12 years from the date of issue of the first licence.
If the person concerned has old passenger cars of historical interest (antiques) for hiring, these must:
- carry conventional registration number plates of private cars.
- be owned by the rental companies
- date at least 30 years from the year of their construction
Fees / Imposts
- Renting company for private passenger cars without driver. Administrative fee of three hundred (300) euros with the code ALE 1450189001 in favour of the Greek State, plus 2% ‘other stamp duty fees’ with the code ALE 1110489001 and 0.4% ‘additional 20% stamp duty fee’ with the code ALE 1110403001, payable in any Tax Office. 1An extract from a criminal record of general use, issued within the last three months or an equivalent document, if the person concerned has the nationality of another Member State of the EU, proving that the applicant has not been sentenced irrevocably for a felony or for one of the offences: theft, misappropriation, fraud, extortion, forgery, counterfeiting, grievous bodily harm, infringement of the provisions on drugs or the provisions relating to morals. This justification is submitted to the Regional Tourism Service of the Ministry of Tourism in question every five years. In the event of failure to submit this, Certificate of Existence of Legal Requirements is removed by decision of the Head of Regional Tourism Service of the Ministry of Tourism.Criminal Record Copy for General Use

It is sought by the service if it has been issued by a national authority; in this case the time that the Administration must issue the licence (Confirmation of Legislation of Legislative Conditions) is commencing on the date on which all necessary supporting documents are collected.
2A Single Certificate of Judicial Solvency or equivalent document, in case the applicant (natural or legal person) has the nationality of another EU Member State. This supporting document is submitted to the relevant Regional Tourism Service of the Ministry of Tourism every five years. If the total number of such vehicles exceeds 10 (10), title deeds or a lease or concession agreement shall be submitted, from which it will be shown that the undertaking has a parking space for at least 50% of the vehicles, with a minimum area of 6 sq.m. per leased vehicle.

In case the date of issue of the first registration certificate of the vehicles cannot be established, any document of the public authority of the country where the vehicle was registered, certified by a competent authority, shall be submitted in order to establish its registration certificate.
Any change in the data indicated in the certificate of the legal requirements must be reported to the relevant P.I.T. of the Ministry of Tourism and the relevant supporting documents must be submitted in each case for the appropriate amendment of the certificate of the legal requirements. Likewise, any change in the total number of leased vehicles of the company must be declared and supporting documents g) and h) of par. 1 of Article 3 of the Joint Ministerial Decision 16597/2010 for each new vehicle.

In case the 15-day period from the date of submission of the notification has elapsed without action, the services ofprivate passenger car rental are provided freely and the person concerned may request a certificate from the authority responsible for issuing the act, in accordance with par. 4 of Article 10 of Law 10. 3220/2004, which is granted automatically.
