In the case of a legal entity, the legal representation of the legal entity as well as the purpose of the legal entity is documented.

If the applicant is a tourist office, it must have been granted with a Certificate of Compliance with Legal Requirements

The map shows and controls that: 1. the total road route does not exceed sixteen (16) kilometers from and to the starting point (circular route). Exceptionally, with the consent of the relevant local authorities, it is possible to approve a circular route, which does not exceed twenty-five (25) kilometers, for daily tours to areas that do not present a concentration of tourist activities, but are distinguished for their special historical, archaeological and cultural interest. 2. Tour stops are defined only at points of tourist, archaeological or cultural interest and during them, all necessary measures should be taken for the safety of travelers and other traffic. 3. The starting point is located in a specially designated area, by the relevant Local Authority and this area is at least 15 meters away from the starting point or stop of urban or intercity bus line or from a parking space for public passenger cars or wheelchairs.

The accessibility of the road means ensuring the possibility of safe traffic of tourist trains in terms of rolling surface, type, thickness and strength, geometric elements (such as radius of curvature, slope, maneuvering space) of the road along the entire length of the special route. If the special route of the tourist train belongs geographically to more than one local government, certificates are required from each local government for the part of the special route that falls within its administrative boundaries. In case a section of a special route, for which there is a request for a certificate of accessibility, belongs to a road network outside the scope of competence of the relevant Municipality, the competent municipal employee should seek, from the relevant department, the technical data of the roads, in order to decide whether or not the certificate of accessibility for the specific route can be issued.

The tourist train in its circulation must not cause damage to the archeological sites or the monuments if the special route that will be performed is a route of cultural interest (archeological sites, monuments, etc).
