Description

This procedure relates to the granting of licences for the bottling of completely denatured ethyl alcohol (lamp alcohol) and is addressed to traders who are required to hold the appropriate special licence issued by the competent customs authority. Such traders include: category A and B alcohol distilleries, petroleum spirits factories and tax warehouses. Bottling by drinks distillers is also permitted, provided that it takes place in facilities other than those of the drinks distillery. The aforementioned interested parties must meet the appropriate requirements.

The bottling of completely denatured ethyl alcohol is permitted exclusively to traders (in accordance with Article 8(6) of Law 2969/2001, as amended by Article 2(6) of Law 4303/2014), who hold the appropriate special licences issued by the competent customs authority, which form the sole basis on which the supply is permitted. Such traders include: category A and B alcohol distilleries, petroleum spirits factories and tax warehouses (Article 2(1) JMD 30/003/000/1026/2016). Bottling by drinks distillers is also permitted, provided that it takes place in facilities other than those of the drinks distillery (pursuant to Article 7(4) of Law 2969/2001).

The issuance of bottling licence for completely denatured ethyl alcohol is granted subsequent to a chemical control test report from the General Chemical State Laboratory which indicates the suitability of the laboratory premises in question.

Factory operating licence issued by the Development Directorate of the relevant Regional Unit.

Companies must have appropriate and sufficient machinery and other equipment for bottling at their disposal, in accordance with the relevant conditions set out in Article 5(1a) and (1b) of JMD 30/003/000/1026/2016. They must also have sufficient separated spaces corresponding to their respective throughput capacity: (i) for storage of completely denatured ethyl alcohol for bottling, (ii) for the main bottling operation (as appropriate, for lamp alcohol and/or completely denatured ethyl alcohol using the common formulation), and (iii) the storage of products ready for distribution to consumers (bottled completely denatured ethyl alcohol).

Appropriate and adequate fire-extinguishing arrangements must be installed in completely denatured ethyl alcohol bottling facilities.
