Description

This procedure concerns the temporary and occasional service provision of founding and operating a lifeguard training school and it is addressed to providers who have been licensed and permanently practice in another Member State of the EU and wish to be active in the Greek territory for a limited time period.

Conditions

The interested party shall submit an Application – Solemn Declaration with subject “Temporary/ Cross-border provision of services for the profession / activity of establishment and operation of a lifeguard training school”.

The interested party shall provide identification data.

The interested party shall exercise the profession legally.

The interested party shall have taken the appropriate fire protection measures for the school premises.

List of teaching staff and proofs of their qualifications: a) for the theoretical and practical teaching, a degree from a TEFAA (Physical Education and Sport Science) with specialisation in lifeguarding or swimming or indoor and outdoor water activities, or a degree from another equivalent foreign school (when the teaching is not provided by the Principal). b) for the teaching of English terminology, a level II certificate of proficiency in the English language of law 2740/1999 (A 186) as in force, or an equiva-lent degree, in accordance with the applicable provisions of the Ministry of Education and Religious Affairs. γ) for the medical subjects (part of the theoretical courses), a degree in medicine or a degree from another equivalent school abroad.

The theoretical training programme of at least 15 hours shall be carried out by a Graduate of a Department of Physical Education and Sport Science (TE-FAA) specialised in lifeguarding or swimming or indoor and outdoor water activities, or by a graduate of another equivalent school abroad or by the Principal himself/herself and includes: • The content of the PD 61/Α/2018 and any amendments thereto • Bathing facility and lifeguard equipment • Use of lifesaving equipment • Ways of approaching the victim • Avoidance holds • Mode of traction (towing of endangered person) • Getting rid of clothes in the water • Reaction in case of panicking person at risk • Seafloor search, estimation of currents and winds • Dangerous fish • Basic knowledge of meteorology • Ways to rescue a victim, especially in the case of a person with special needs • Writing an event report The following educational items are taught by a doctor: • Cardiopulmonary resuscitation (CPR method) • Drowning physiology • Hypothermia, cramps, fainting, swimmer exhaustion, sunburn • Use of pharmaceutical material • Bleeding, wound dressing, use of bandages • Sunstroke and heat shock symptoms and their treatment The following course shall be taught by a holder of a level II certificate of proficiency in English, of Law 2740/1999 (A 186) as in force, or an equivalent certificate, in accordance with the applicable provisions of the Ministry of Education and Religious Affairs. • Object terminology in English, for at least 5 hours. The practice program of at least 40 hours is carried out by a TEFAA graduate specialising in lifeguarding or swimming or indoor and outdoor water activities, or a graduate of another equivalent school abroad or by the Principal himself/herself and the exact places of practicing are mentioned in the program. The practicing includes: • Swimming 100 meters freestyle, front, back and side • Swimming 100 meters with visual contact of the endangered, in less than 2 minutes • Swimming 400 meters, in less than 10 minutes • Lifting an object weighing at least 3 kg from a depth of 6 meters • Underwater swimming at least twenty-five meters • Traction (towing) of an endangered person, for a distance of at least 50 meters • Rowing. Classes shall not exceed 15 trainees.

The interested party shall have submitted an announcement of commencement of business by the competent Local Tax Office (DOY).

The interested person shall not have been irrevocably or finally convicted of the offences of intentional homicide, espionage, robbery, theft, embezzle-ment, fraudulent bankruptcy, smuggling, tax evasion, active or passive bribery, forgery, counterfeiting, misappropriation of funds, fraud, extortion, defamation, crime against sexual freedom, human trafficking, violation of the law on drugs and intermediaries, illegal fishing with the use of explosives or chemicals or vegetal materials or devices that produce electrical discharges, violation of mandatory law 192/1936 (A 438) and in any sentence with which even a partial deprivation of civil rights was imposed.

The premises shall be legal and appropriate and the available spaces shall be described.
